Yuri = Girl on girl / Futanari = chick with dick

Some people like the futanari only have sex with other girls. Some prefer them having sex with only males. Having the yuri tag helps separate the two from each other when necessary. So to answer your question both.

Not both. For our tagging purposes, futanari is considered a third gender, so the yuri tag is not to be used for images with a girl and a futa having sex.
