If the skirt is a bit higher than the waist of the panties, I'd imagine them being able to be lowered with some ease. She could be rushing to undress as well(though I'd wager that she has indeed just finished), and pushed her skirt to one side after sliding down her panties first. My gf does this sometimes, in different ways. Regardless where there's a will there's a way.
