All three of these shows where made for French television by TMS Entertainment of Japan back in the early 1980s.

The blue girl took me a while to find. Apparently Ulysses 31 aired on Cartoon Network in 2007/8, I must have missed it.

actually I saw them as a kid. Ulysse 31 is a very interesting series, with an interesting sci-fi meets greek mythology background. And it conveys more than one layer of understanding each episode. At that time there were no "tv cartoon scenarists" in france, so the stories were made by people who wanted to convey solid stories with an actual meaning. Of course it has changes and a lot of today's stuff is no more food for though.

Actually Jayce was animated by five Japanese studios: Sunrise, Shaft, Studio Giants, Studio Look and Swan Production. TMS only animated Inspector Gadget and Ulysses 31. All were produced by DiC Entertainment, whose main headquarters was located in France until it moved to the US in 1983.

If they only produce animated shows, what studio did the Mario and Zelda cartoons? Surely not TMS.

The Mario and Zelda cartoons were made by DIC and Sei Young Animation Co. It was licensed from Nintendo but was an American production with Korean animators.
