The author implies that this is a parody of some character (obviously not Rabi~en~Rose): "It will be funny for the people that get it". But I can't find anyone that looks close enough to warrant tagging. The closest I could find is Moroboshi Kirari at this image gelbooru.com/index.php?page=post&s=view&id=1616898
Is my gelbooru-fu weak today or is it just some really obscure character?

they are wearing an outfit based off fey-yen from virtual on. I can see how you missed it cause virtual on is nearly a dead series and there are only 2 pictures on gelbooru with this full outfit.
