Agreed, and i hope it goes long enough to warrant an anime adaption (and i hope said adaption is faithful to the manga material, especially with the nudity/sexuality)
Though the author needs to improve his writing, if the translations we've seen are accurate (1st saying that sex between species was illegal, then saying that since lamia's / harpies need human men to populate, it was ok.. as an example)

Going by the world he's trying to build here, lamia's and harpies -need- human men to keep the species going.. so if the mongirls and the humans made this treaty between them, why would it be illegal for them (harps/lami's) to procreate?
I just think he did some bad writing for the 1st chapter, and tried to correct it in this latest one.

Well, it's the fact that they came from (Monster Island) or something, and they can do anything there, even if humans happen to wander into it, and marry harpies and Lamias, Could say humans are welcome to live in (Monster land or what ever).

But There in the Human world, and as the treaty says otherwise, and is recent I guess. it's not like the rule of no marrying monster girls was in place before the Treaty.
Just that we don't know the rules and it's not stated if it was in place before the treaty or after, or if the rules only apply to the Human world.

IIRC, it was illegal in Miia's case because she's a representative of her species, and sexual relations between her and a human would likely cause problems.
Plus, the end of Chapter 5 says that a new act is being considered, but they need a test case to see if it would work out.
