The top looks like a really short corset (maybe a corset-styled bandeau?), but I can't identify it, as, despite being a woman who owns lingerie, I've never seen anything like it.
The rest are just panties, a garterbelt, and some thigh-high stockings. That, and that extra layer of fabric looks almost like some ridiculously short hotpants.
If there's a collective name for something like this as an outfit, I don't know what it is.
