This is Yaegashi Nan, it's official Senran Kagura art. Think it was a preorder bonus for the 2nd 3DS game.

Hopefully he makes more like this, it's the only official SK art I've seen with uncensored topless nudity.

Really might be a shop, the original had that CAUTION! tape over the nipples... what good is putting the tape there otherwise if it goes under the characters?

They place caution tape on the cover, not on the art,.. A book seal to wrap it like plastic tape almost like book cover
