I can see Kaworu gradually encouraging Asuka to talk about her issues leading to hugs (and maybe even kisses) of gratitude, or maybe her transferring her crush on Shinji to Kaworu. Romance, however, would be highly unlikely, especially given Kaworu's eventual death. But that's why we have fan fiction!
