dude those are Javo's controlled B.O.W. men by the enhanced C-Virus that carry firearms.

The gas virus is the one that makes the zombies in RE6 which mostly is only at Leon's campaign, the one injected with the said "strength booster enhancer" is the C-virius which are called Javo's.
