I like actually like both versions, and it wouldn't surprise me in the third game if she suddenly turned to Luka and said-

<Tamamo theme music plays>
"oh yeah by the way here's my true form. I was just using my other look because it's just so cute! <insert foxy smile image> and it keeps my boobs from getting in the way when I fight." Suddenly leans heavily on Luka. "fuuhuuhuu..So Luka...which form do you prefer?" She'd say while smothering Luka between her breasts and encompassing her fluffy tails around him.

It probably wouldn't happen since I think her original appearance is there to appeal to all the loli fans out there, but as I said before it just wouldn't surprised me with the amount of power she has (being the oldest heavenly knight) if she'd be able to change her form.

Picture overall is nice too but I agree with Viper_121 that her tails could look fluffier.
