They're also step-brother and sister, which, considering all of the non-blood-related brothers and sisters (aka step-siblings) there are in the hentai world that are still called as brothers and sisters, if it doesn't count now, then then we should probably remove the tag from the majority of the images that have it.

QED it technically needs both the brother_and_sister AND the cousins tags.

not about the pic-I don't get why people frown on step siblings effing each other, they're not blood related, it's not incest even if they're labeled step siblings.
