from final fantasy 7? the relation is years apart... certainly possible... we need more investigation.

Can anyone identify the area they are in? Perhaps it has a clue.

I'm not entirely sure, but it seems like it may be some sort of office, but very un-decorated. This, I think, would be in-line with the style of a typical Shinra office building, and of course, the Turks did work for Shinra iirc.
