Her name is Rin and she was born with no arms because her mother used thalidomide. So she makes do with the limbs she's got. There is no 'what' here, this is a thing that even actually happened to people in real life, and some of them got around it that way.

Please remove 'what' tag.

Whoever added that tag is dumb for not using it right in the first place. The what tag is for things that are just bizzare or generally lack explanation.

There's nothing that bizzare about a person with no arms using their remaining limbs to do things.
