Basically this comic references a glitch in the Japanese versions of Pokemon Black 2 and Pokemon White 2.

Normally a Zoroark would guide the player around Victory Road, but if the player leaves the area before completing the guide Zoroark would be frozen in place. This bug could prevent the player from catching certain Pokemon and meeting N. It was fixed in all international releases.
