Its tagged futa on pixiv and it clearly says the futa girls name in the tags also. Its futa but the other girl isn't visible that's typical Seki. All this artist works are futa or yuri according to the tags.

outside of any other context, this image by itself contains no indications that there is a futa involved, thus it should not be tagged futa.
