Hare-kyun is a cute way of saying the boy's name. As for the rest; he doesn't want to become a father yet. If it still doesn't make sense then you might be too young for this site.

Note that it says "please let me come OUTSIDE", not "inside". He's asking her to let him pull out because he doesn't want to be a father. I was confused for a moment too, I think because it sounds more normal to be begging to come inside rather than outside, so I misread what the text actually said. Hopefully that helps some people. :P
