Normally I'd say Starscream would win (the Bayverse Starscream is easily the second-most competent Starscream after the Cybertron one) based on sheer firepower and alien tech, but given his track record of losing when it REALLY matters, plus Mobius 1's track record of nearly single-handedly destroying the most powerful Air Force on an entire continent, my money's on the Ribbon Fighter.
