Yeah, that's actually the correct rating for this type of content.

Explicit is for blatant, direct visibility of genitals, sex, and sexual fluids.

Safe is for images with no sexual content, innocent romance, or tasteful swimsuits/lingerie/pantyshiots.

Questionable is for anything that doesn't fit into these categories, such as this image.
