Well technically out of all the cast mikan is the only one specified as being underage... so yeah.
Momo and nana are never stated and yami, on her planet, is 23.
The other girls are also never stated for age if i'm not mistaken.
So they are all exempt from the loli rule.

^Isn't Yami's age unspecified in the manga and her being '23 on her planet' an anime-specific invention? Anyways, Francesca wasn't censored on the DVDs of Strike Witches, so maybe the DVDs will modify this scene. Although they shied away from it in the OVA too, so maybe not.

I think it was hinted at that both Nana and Momo are around 14-15, I dunno for sure, But I think it was hinted at, that that was their age.

Yami's was briefly mentioned in the manga but that could be the translator, either way shes 23 or unknown like most of the girls.

Also I don't think any of the strike witches ages are mentioned except for Mio's in the anime, maybe Miyafuji also. You can find the data sheets with every witches age on them on the internet however. Also they have different distributors in north america so maybe funimation doesn't give a fuck, who knows. lol
