Jenny and Joy are considered Surnames or middle names. The anime has shown several little siblings, children, and other characters either related to, or in training to become a Nurse Joy or Officer Jenny. One of Nurse Joy's children explains in an episode of DP, that Joy is her last name (she had like 5 names). So it seems like until they get the status as an officer or nurse, they don't go by their family moniker. Instead being called Marble.
