The random Batgirl is Nell Little who was shown in costume in a what-if black mercy induced dream sequence of Stephanie Browns. I assume you are referring to Colin with the 'pretend bat' statement, his superhero name is Abuse. He is not a bat but is based out of Gotham and has worked alongside Damian before. Chris Kent is Lois Lane and Clark Kent's adopted son, and General Zod's biological son who took over the Nightwing name for a time. He skipped straight to adulthood so I don't think he got to be the age depicted here.
