Mitsuru was scum. Remember when he came across that woman and the guy who raped her and had her captive or something and he was like " both their psycho passes are high let's kill em both! and he was smiling like a lunatic and panting hungrily. Makishima gave him what he deserved. If anything it was to kind for someone like him. If anyone thumbs this down they clearly forgot that scene. Re watch the whole series over again it's there trust me. MItsuru wanted to kill an innocent women for fun.
