We do not delete images just because they are disliked by the userbase.
Images will never be removed because of a low score.
Score doesn't matter at all in deciding which images are kept or removed, and in fact we generally don't even look at the score of an image before we remove it. Images are judged solely on art quality and adherence to the rules.

Negative scores exist for the blacklist feature.
By default, all posts with scores lower than 0 are blacklisted. This means that images that are unpopular are removed from the search results of anyone who doesn't intentionally change their blacklist threshold.
In fact, you could say that the blacklist is one of the very reasons why we don't remove images because of score. Users must intentionally subject themselves to posts with negative scores, and can blacklist tags that they don't wish to see, so there's no reason to remove images other than rule violations.

Downvoting was removed several years ago because almost all of the downvotes posts were receiving were botted. Individuals were using botnets to downvote images that they personally didn't like to oblivion. We don't have the resources to try and programmatically detect this nor the manpower to manually detect it, so we just removed the problem.
