Jigglypuff's singing makes Ash go sleep, while Kirby's rock screaming keeps waking him up. The barrier keeps him from escaping, while the liquid substance doesn't allow him to lower the annoying sounds with his own screams and also keeps him alive so he won't die from lack of nutrients or from body damage. The torture can be very long, and it's purpose is to make him crazy. As you can see, his left eye is already twisted.
How is he sweating under water is beyond me.
