Dr. Zan? I guess they had that guy in the Japanese version of the game. In the US version, called "Streets of Rage 2" it was a huge wrestler guy. Of course they sexed-up Blaze more by putting her in a bra & mini dress instead of a full dress like 1st game. They knew what sold the game.

^This is from Street of Rage 3. But yes, Blaze's outfits have been getting more revealing with each game.
