She is useless in the manga because the author has something against females actually doing something meaningful, (he even admitted that the best female character example he could come up with is a girl that does not understand men) despite of the powerful informed abilities or backgrounds said characters may have, of which Anko has many since she was a student of Orochimaru and all. Also, how does she look worthless in this particular drawing? Is she even supposed to be doing something specific?

And yeah, i think we had many good females in this manga, such as Konan (that paper lake was no joke), Tsunade (strongest char in the manga), Kushina (she got Minato's dick + major role in the manga)
Anko on the other hand has been a failed Sasuke since part one, and since then, she never had her chance to shine. Even some genins had a lot more showing than Anko ever did.

btw, will she even appear one last time before the end? Perhaps once to arrest Kabuto or something. lol

So, what did these characters do? Konan was a bit impressive, I'll give her that but in the end she still did nothing because of ''Tobi's'' plot no jutsu
Tsunade is simply but fuck strong, it IS established but she does not accomplish any significant tasks, at least until the recent chapters. (she's still on the attempt though...)
Now, about Kushina, she had just importance plot wise, not even enough appearances and for the most part she was either damsel in distress or a house mom.

And Anko, well she is a failed Sasuke out of her own decision, it was she that dumped Orochimaru when she realized what she was getting into. But other than that she simply had no screen time/panels, that is no specific character fault. I blame favoritism on the mangaka's part for this.
