Adding tags actually takes a lot less time than requesting that they be added.
This includes the time taken to register the account; all you need to register an account is a username and password, email address optional but recommended. There is no verification steps or anything, just put the information in, click submit, and you're registered and logged in.
After that, all you need to do is click "Edit" underneath the image. To add tags, just add them to the list of tags in the textbox; likewise, to remove, just delete them from the list.
