Anon4, you're right, this is an ad of some sorts written as a bonus by the "Wandering Researcher of Monsters" (supposedly wrote the Encyclopedia itself) in his/her second background book. It's about a cooking class, ran by some Inari from Zipangu, for monsters who wish to win the hearts of their human lovers via cooking, and it promises that anyone (we mean ANYONE) can become a top achiever, like this Ushioni here! (Note: male teachers and students wanted too, so they can "have a taste of the lovely female students and teachers!")
