Mainly because Alastor is a living sword, while Rebellion is not. Remember how it talked to Dante when he got it from the statue. It's essentially the demon of thunder Alastor himself as his soul / power were forged within the sword, which Dante can later release in the form of DT.

Course Rebellion doesn't talk to Dante, because going by the official definition of what a Devil Arm actually is, the claymore is an extension of Dante's power: it belonged to Sparda much like Yamato and the Sword of Sparda but after the events of DMC3 its belonging has been changed/overwritten thanks to Dante's blood (basically a Devil Arm is the power of a demonic soul made manifest and now, a fragment of Dante's soul lives within Rebellion, making it his trademark trusted weapon of choice).
