From what I've seen of Hanbei, I'm pretty sure his actions are utterly innocent. From his expression, he probably hasnt even considered that it could be taken as sexual.

"I like my raichu. I need a bath. Raichu does too." Its efficient! between being the sleepy sort and being an efficient tactician, I'd say this seems perfectly practical to him.

The raichu's probably embarassed for all sorts of reasons, clearly more aware than Hanbei. Also its likely nervous.. .because its in water with its perfect link trainer. And its electric type.
