It's based on the games that's why. It shows which girl appeared first from a clockwise perspective starting with gen II's female char.

Technically speaking Anon 3, Blue/leaf appeared in promotional material before the game was even released. She was the first created. She was intended for the original GB games, but due to space limits they dropped her.
