I just assume it's simply something that's bought by the western world, after becoming large and exposed to the world after WW2 they had to change culturally, even if it meant disposing of old values and adopting western things.

As a result, one of the things is censoring genitals online and modern manga/anime, they just had to change their censorship just to appear honorable to other countries.

On the upside, tentacles is fair game as so are phallic-like objects, actual/realistic genitals are probably censored though.
