Because Rika's initial advances on Kodaka were interpreted more as sexual jokes despite her downplayed seriousness, and she did so when Kodaka wasn't all that interested (or hesitant) in relationships other than "making friends".

Rika is a smart one, she already sense the underlining rivalry between Yozora and Sena. Being open-minded, she changed her role to a supporting character instead of a competitor.

Why not go for her, you ask? Damn harem romance novels always have the male character to be dense-as-shit to begin with. Its an unbreakable archetype.

Why don't go for Rika, you say? Well, she has a lot of pluses, but she's human and has a minus, a BIG one... she's a fujoshi, and if you treasure your exit-only hole to remain such, you try and avoid these. I find Kodaka's cautions around her to be justified. This said, if she proposed me to be fuck friend I would agree... but only on VERY PRECISE GROUNDS.

As for the comment about harem Anime and dense protagonists, that is true all around, but Haganai makes an interesting exception. Firstly, with the incandescent feud between Sena and Yozora Haganai can HARDLY being considered a harem Anime at all (to be considered one, the Yozora factor should be removed), and secondly, differently from so many other Anime protagonists it is difficult to keep count, Kodaka IS aware of the girls aiming at him (the novels are quite clear about it), but CHOOSES to keep the status quo, because he wants friends before bedmates.

His choice may be debatable, but it's what keeps the ragtag club together. In fact, the last episode of the second series shows that the club all but collapses after it becomes clear Sena has no qualms about clearly staking her claim and Yozora goes missing in a soul-searching trip. If third series will ever be made, that last episode must receive a reckon.
