They have the same last name, so that would mean they're first cousins. That seems closely related enough to me. Plus, the picture gets alot sexier when I think of it as incest. :3

They can in Canada if their third cousins. But really, any closer and it seems like the emotions themselves are illegal. Society really is stupid about these things, even siblings should be allowed to have such emotions and express them in some way without consequence. I would go so far as to say get married under the right circumstances. And to be clear, I am an only child and am almost never in contact with any of my cousins. Some I haven't heard a thing about in over a decade.

What anon2 said, in Japan, marriage between first cousins are totally legal (which explains why Naiyuki in Kanon is in love with her cousin and nobody thinks that's weird). On another note, I believe that between first cousins, the gene pool would be thinned enough that a baby wouldn't be screwed up. Then again, being a lesbian is the only way aside from abstinence to keep from getting pregnant, so who cares? This pic is gonna kill me with cuteness
