Holy shit! I've figured it out! There's a story behind all of these pictures, and they all loosely tie together. It's a boarding school for girls that either their parents didn't want, or their parents are getting paid for it. These girls we've seen being trained since about age six, or seven it looked like. This is their graduation to public toilet servitude!
