anon1, remember closely... Liger/Bit had Fury by the throat during its Charged Particle Cannon, during which they were LOSING the struggle to keep its head upward to avoid the blast. This was during Vega's unfortunate unconsciousness; upon waking up, Vega ejected the cockpit, thus ending the battle in surrender.
Whether it is unclear as to whether continuing the battle would have either resulted in a headless Fury or a vaporized Liger, the scene suggests that the Strike Laser Claws were more punctures in the throat rather than lacerations, in other words, were not going to slice through any time soon (we all know they would have slashed Fury's head off effortlessly otherwise, as the claws have time and again against every other foe they faced).
That said, it is reasonable to conclude that, had Vega continued the fight upon his recovery, the victory would have been his/Fury's. However, as Vega is a good-hearted kid (as seen after the battle once confronted by Bit), it is possible that he chose to surrender knowing that Bit would have been killed had he chosen to keep fighting.
In conclusion, Vega/Fury were stronger than Bit/Liger but lost through surrender.
...oh and do try to recall the fact that it took the ENTIRE BLITZ TEAM to beat Vega/Fury, with the most effective damages inflicted upon the Fury arriving through surprise/flanking attacks (loss of first Buster Claw by Shadow Fox & loss of head armor by Liger surprise Strike Laser Claw, to mention a few).
