The only reason she'd win is simply due to her nature; being a fairy she cannot permanently die. So all she needs to do is be destroyed enough to tire out her foe, at which point it's an easy victory.

It's a cheesy way of doing things, but in the end she can stand atop even the bodies of gods as the last one standing.

In Imperishable Night, Mokou eventually gave up due to pain, implying that she was being killed in the battle over and over. I've never seen anything that implies that fairies, when they respawn, feel anything, so if Mokou is typical of Hourai Elixir immortals, Cirno has a huge advantage.
