That's not a window, actually. They're in a park, during a downpour. You can see the railings of the park's fence behind them. The man is also holding an umbrella rather than an axe.

The artist seems to have intended a modern setting rather than a fantasy setting, with the brunette fingering her lady friend in the middle of the park without giving a single fuck about who can see them.
