This is just guesswork by elimination process but I think the guy is actually Ricardo aka Rico the apprentice priest from the Rip-Off Church, introduced during the shootout in Chapter 38: Greenback Jane Part.1 (Volume 6). Evidence: he carries a rifle (not the weapon he actually has in the manga but even so) & stands not very far from Eda. On the other hand, his clothing seems a bit different too & it could be Rock, but I don't see it ... :/
Anyway, tagged him ricardo since not in use yet & not rico to avoid confusion with the Gunslinger Girl character. There you go. Hope I did right.
