Let's see if I understand what's going on without knowing the characters...
It's some kind of tradition to put a tag on the person you like/love. She immediately slaps one on, but gets embarrassed. If she looked up she'd see the other girl blushing and wagging her tail... seemingly being "into it". Am I in the ballpark?

Ballpark maybe, but pretty far off-center. They're just nametags she was supposed to put on things she "owns:" immediately thinking to slap one on her maid for asking seems to have made her happy, though.

Because it's not supposed to be normal for a master to show such affection for her servant, especially if it implies lesbianism.

Or maybe Sakuya's (the maid) reaction was too cute for her to bear.
