Well technically everyone is tested since they are soldiers. Still, the test's reliability varies from army to army, and some soldiers visit local whores anyway.
Infantry tends to spit on medical safety in such cases b/c they are already in a very dangerous situation. More professional soldiers withstand the pressure better, special forces are too busy and prioritized to do it at all.
And yeah, the diving into other men semen argument stands.

Free execution and rape of pows and civilians turns your soldiers into a band of cutthroats. It builds morale, but its a thug morale, which is generally counterproductive to army's objectives.

Sane people still rape. Happens more than you might think. And few would turn down the opportunity to do so if they knew they could get away with it. One only needs to look at studies done on just how sadistic sane people can be when they are given authoritive powers over others. Rape isn't too much of a stretch.
