That's pretty much how it is in the game..The mysterious/important characters wait for you in odd places and your character is probably like, "Wtf.."

And to be honest, the first person to stop by wasn't actually you, it was a swimmer wondering what I was doing, but I wasn't facing her, so that was pretty awkward.
