Those clearly aren't 9mm bullets. They're for another gun, which she likely ditched due to a jam or some other issue.

If I had to reload a magazine in tight circumstances, I'd surely rather have them organized on a belt than have to fumble around in my pockets or a box.

Those rounds don't have the shape of a rifle round for sure.

And, keeping multiple mags is much smarter, and having them on a belt means you'll need more time to reload.
