Is it good form to tag things like "futa" for pages that don't have the features in question visible, obviously implied, or even relevant to the image at hand?

I think it's a good idea to tag it with "futa" if the character is recognized as a futa. That way, people searching for futas can find the image.
Some people might like the character for being a futanari and would like to see all images of her, whether her penis is visible or not.

actually the tagging policy is tag what you see. you do not see any futanari in the image so it does not get the tag. that's the rule. the tag is what what is seen in the image, not for who the character is.
