This old man is actually based on Jean-Luc Picard from Star Trek The Next Generation! The chariot he rides is not only shaped like the Enterprise, but when they show the door in close-up you see in big red letters and numbers NCC-1701 written on it! It seems he is also a recurring character in the anime, as they show him in his "Enterprise" chariot passing in front of the main characters at the end of the opening of the show.
