Why is the animation so bad? Everything I've seen from this show looks like amateur flash work, except for a few cherrypicked fight scenes.

It's just this episode, episode 4, that's badly animated, for some reason.

I think it might have been intentonal. This was the same episode that Gurren Lagann was badly animated.
