From my understanding the 'sidemouth' technique is used in animations to save time in the production stage and to trick you. Your brain may be tricked by it (which is a good thing) because it has to split your concentrate on everthing moving in an animation so when you see it, it doesnt look out of place. Whereas a still picture allow you to concentrate for a longer period of time.
Personal I think using it in a picture is a sign that the artist was lazy and didnt feel drawing a complete mouth. Of course it could be that the technique is so ingrained into the artist's brain that it just felt 'right' when he drew it.
