I take it nobody here is familiar with the concept of enforced chastity/tease and denial? I hate to break it to you guys, but not only is it possible for woman to reach orgasm touching her breasts or other body parts or even without stimulation, but also women can go extremely long periods of time without orgasm. Female enforced celibacy is really difficult, if not impossible to implement.
However, locking a vibrating dildo inside her and forcibly causing her to orgasm uncontrollably will work fine.
