The alternate phrase was used to remind swedish peopel during the time of ww2 to keep quiet about anything that could harm Swedens neutrality.

The swedish word "tiger" has two meanings. The animal tiger and (to keep) silent.
So the text could be read as "A swedish tiger" or "A swede keep silent"
