I don't know if they have the same actor but if you think about it Kamen rider Mariska is also a suit actor so maybe kamen rider and super sentai probaly share actors and suit actors since kamen rider doesn't do well here in america

For anyone else who might be wondering what the joke here is, Captain Marvelous and Kumon Kaito are played by two different actors. But Kaito's actor (Yutaka Kobayashi) *was* in the running to potentially play Captain Marvelous, with the role ultimately going to Ryota Ozawa. So these two characters were very nearly played by the same actor.
